Meaningful implementation exists, but the documented target is not complete.

A concrete contract, programme or design exists but is not represented as fully integrated.

Working theory, hypothesis or research. Not a product guarantee.

Canonical truth boundary

Implementation repositories answer “what actually exists”. Primitive Control answers “what is governed, authorised or being coordinated”. Primitive Docs answers “how do I understand and use it”. The docs link back to those sources rather than becoming a competing source of operational truth.

Machine-readable registry

The same structured records that render the feature and concept pages are exposed for tools and agents. This prevents a separate machine catalogue from drifting away from the human documentation.
